North Carolina has three levels. Level 1: at 15 to 17, complete driver education (30 hours of classroom and 6 hours behind the wheel), pass the knowledge, signs and vision tests, and get a limited learner permit ($25.50). Level 2: at 16 or 17, after holding your permit for 9 months with at least 60 hours of logged driving and no moving violations or seat belt or phone convictions in the last 6 months, pass a road test. Level 3: after holding Level 2 for at least 6 months with no convictions in the last 6 months, upgrade online to a full provisional license. At 18, you can upgrade to a regular Class C license.

A parent or legal guardian, a grandparent, or an adult approved by a parent or legal guardian. The supervisor must be a licensed driver, licensed for five years, and seated next to you.

What's on the NC DMV driving test?
Getting a North Carolina driver's license involves a knowledge test, a traffic signs test, a vision test and a driving skills test. The practice tests on this page cover the knowledge and signs tests. On the road test, the examiner checks how you approach intersections, stop signs and traffic signals, make quick stops, back up, stop, start and park, use turn signals and the horn, turn, use lanes, follow other vehicles, pass and are passed, yield the right of way, and make three-point turnabouts. If you don't pass, you can retake it in seven calendar days (see NCDMV's driver license tests page).
When can you take the NC road test for your Level 2 license?
At 16 or 17, once you've held your Level 1 learner permit for 9 months, logged at least 60 hours of driving, and had no moving violations or seat belt or phone convictions in the last six months. You can take the road test at an NCDMV driver license office or a certified driver education school. Bring your Level 1 permit, your driving log, proof of liability insurance in your name, and your vehicle with its original registration card. A parent or guardian must be present (see NCDMV's Level 2 license page).
What do you need to get your license in NC?
The first step is a Level 1 limited learner permit, which you can get at 15 to 17 with a Driver's Education Certificate. Bring one document verifying your identity and date of birth, a Social Security card or one document proving your Social Security number, one document proving North Carolina residency, and your Driver's Education Certificate. You pass written, sign and vision tests with a parent or guardian present, and the permit costs $25.50.
Is this the same as the NC DMV test?
Yes. These tests prepare you for the permit tests given by NCDMV, the North Carolina Division of Motor Vehicles.
